Roscoe Dillon was always interested in tops, gyroscopes and anything else that spun. Dillon later became a criminal, then a super villain, the Top.

Biography

Justice League: The Flashpoint Paradox

The Top and the Rogues attacked the Flash at the Flash Museum. Professor Zoom betrayed the Rogues and attached bombs to them which couldn't be removed. The Justice League arrived to aid the Flash and dispose of the bombs. Aquaman took Top to the water and used his telepathy on microponics to successfully eat the bomb and save the Top's life. Top was taken away with the rest of the Rogues by the Central City Police Department.
